Duties: 

The Joint Automated Deep Operations Control System (JADOCS) Senior Field Service Analyst (FSA) will perform routine system maintenance and computer system administration and be able to resolve complex system (hardware/software) issues at the Tier II level for Headquarters, United States European Command.  Has knowledge of, and is capable of using and integrating US and coalition partner operating systems and database management systems. Performs analysis of system operations. Experience in fault detection, isolation, and correction of computer systems and individual peripheral devices.

·         Functional Areas:  Military Intelligence, Tactical Communications, Tactical Command and Control, and/or Fire Support Doctrine; Intelligence Fusion; Battlefield Operating Systems; Intelligence Electronic Warfare systems;

·         Systems: JADOCS, NATO Joint Targeting System (JTS) / Functional Area Service for Dynamic and Time Sensitive Targeting (FAST), Tactical Switch, Control, and/or Transmission systems; Tactical Fire Control and Artillery/Rocket targeting systems; Tactical Maneuver Control; or Avionics systems; Distributed Common Ground System-Army (DCGS-A); Transportation Coordinator’s Automated Information For Movement Systems (TC-AIMS);

·         Operating Systems/Data Base programs: Utilization of one or more of the following operating systems: MSDOS, WINOWS and WINDOWS SERVERS , SUN-OS, UNIX, IAS, HP-VX, VMS, or a relational database management system such as Oracle, SAP or SQL

·         Software:  Knowledge in software programming languages such as C++, C Sharp, FORTRAN, COBOL, COLD Fusion, COBRA, PERL, JAVA (Active X, CSS, XML, HTML, VM) VMWare, UNIX, LINIX

·         Communications: U.S. Army tactical and strategic communications and Local Area Network (LAN), Wide Area Networks (WAN) architectures and procedures to include associated Department of Defense Security Regulations; coalition network familiarity.

·         Education: A bachelor’s degree, or an Associate Degree plus four (4) years of recent specialized experience; or a High School Diploma and eight (8) years of recent specialized experience

·         Certifications: The Government requires additional certification requirements for Contractor Personnel in support of this BPA Order.  The Government requires the following certification(s): 5.3.1. Must obtain certification IAW AR 25-2 DA Level II within two months of date of arrival at overseas assignment.

·         Clearance: Must possess a U.S. Top Secret Clearance to support Intelligence Fusion Systems and access operational spaces.

·         Relevant Experience: (Applicant is not expected to have experience in all areas, but should have specialization in at least one area as evidenced in their resume).

o   General experience includes system engineering; software engineering; program design and implementation; configuration management; or maintenance. 

o   Must have previous experience as an administrator of JADOCS at the corps or higher level for a period of no less than 24 months, preferably at the combatant command level. 

o   Must have knowledge of TCP/IP, information security/authorization profiles, or administration of Unix or NT network/systems. 

o   Must have knowledge of Government security policies and familiarity with security-related technologies and auditing tools.

o   Must be capable of troubleshooting and providing detailed written analysis on a variety of information processing systems. 

o   Must be capable of maintaining system security configurations and implementing policy and procedures. 

o   Must be capable of performing system analysis, vulnerability assessments, and risk assessments. 

o   Must be capable of loading and configuring software security tools. 

o   Must be capable of developing test procedures, establishing test environments, executing system tests, demonstrations and evaluations, documenting results, and developing reports, conclusions, and recommendations, to include testing and operation of coalition systems.

o   Validation of system baselines prior to fielding of new software and Information Assurance Validation Assessment (IAVAs) updates for supported systems. 

o   Must be able to conduct periods of instruction for use and maintenance of JADOCS. 

o   Must be capable to operate NATO fires systems as required, not limited to, but including: JADOCS, NATO Joint Targeting System (JTS) / Functional Area Service for Dynamic and Time Sensitive Targeting (FAST), Tactical Switch, Control, and/or Transmission systems; Tactical Fire Control and Artillery/Rocket targeting systems; Tactical Maneuver Control; or Avionics systems; Distributed Common Ground System-Army (DCGS-A); Transportation Coordinator’s Automated Information For Movement Systems (TC-AIMS).

o   Ability to utilize the following operating systems: MSDOS, WINOWS and WINDOWS SERVERS, SUN-OS, UNIX, IAS, HP-VX, VMS, or a relational database management system such as Oracle, SAP or SQL.

o   Connection to U.S. Army and multinational tactical and strategic communications and Local Area Network (LAN), Wide Area Networks (WAN) architectures and procedures to include associated Department of Defense Security Regulations; coalition network familiarity.

·         Operation, employment and maintenance of JADOCS at the corps level or higher for a period of no less than 24 months is minimum requirement. 

·         Operation, employment, and maintenance of one or more of the specific systems in addition to JADOCS is desired.
