Overview

Responsible for the management, support, and welfare of personnel assigned to the Audio-Visual Department. Provides management, organization, and execution of the Information Management Department policies, procedures, goals, objectives and quality initiatives. Will be required to develop and implement training, plans, WI’s, IOPs, and perform personnel reviews. Other duties may be required as directed by the Information Management Director.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

Manages the technical, operational, and administrative responsibilities of the Audio Visual Department. Ensure all Audio-Visual Department Performance Work Statement (PWS) requirements IAW with established department guidelines and procedures.
Responsible for the direction, performance, and appraisals of the personnel assigned to the Audio Visual Department.
Develops Work Cost Estimates/Statements of Work/Project Plans for Department related projects.
Interfaces with designated government representatives and/or other contractor elements to assure smooth operations and compliance with government directives, standards, and needs.
Develop and manage Internal Operating Procedures to assure Department compliance with contractual requirements and commitments.
Develop and manage department policies and procedures to maintain compliance with Vectrus Quality Objectives.
Develop policies and procedures to improve maintenance, testing techniques, and operational characteristics of the department to improve work operations.
Assures all aspects of personnel management, as directed by the Information Management Directorate, are complied with.
Interfaces with the applicable host nation Ministries to assure the communications requirements, pertinent to the responsibilities defined in the PWS, meet with the contracting authority’s expectations.
Manages supply accountability, within the Audio-Visual Department, through reviews and validation of hand receipts, assigned to the Department, in compliance with US Army regulations.
Performs duties as assigned

Qualifications

Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
Bachelor’s degree in information technology or business-related discipline or a combination of equivalent education and/or on-the-job experience
Formal training in basic electronics repair desired
Certification from professional audio-visual organizations and/or AV/networking equipment providers highly desired
Must meet requirements outlined in AR 25-2 for NIPRNET access
Must be able to obtain a Kuwait driver’s license
Must have Customer service, DOD Information Assurance Awareness and Cross Domain Violation Training
Proof of COVID-19 Vaccination:
The State of Kuwait (and certain airlines) now require proof of COVID-19 Vaccination. The definition of fully vaccinated is that you’ve: 1.) received a vaccine that is recognized by the governing entity and is either a.) Two doses of Pfizer BioNTech Vaccine b.) Two doses of AstraZeneca/Oxford Vaccine c.) Two doses of Moderna Vaccine (or) d. One dose of Johnson & Johnson Vaccine, and 2.) Two weeks elapsed after the final dose was administered, which is either one or two doses depending on brand of the vaccination.  You must provide proof of COVID-19 vaccination to qualify for this position.
Clearances:
Must have an active Secret clearance.
Experience:
Minimum 4 years’ experience managing military and/or civilian Information Technology infrastructures to include engineering, project management, deployment, and
maintenance of complex voice, data, visual and radio communications infrastructures.
Knowledge of basic communications and electronics theory; satellite, wireless and data communications; and CATV/broadband communications basics
Knowledgeable in US and International Telecommunication and Networking practices and procedures; to include, but not be exclusive of, EIA/TIA, International
Standards Organization (ISO), and Building Industry Consulting Services International (BICSI).
Working knowledge of Video Teleconferencing equipment (Tandberg), Portable SIPR and NIPR VTC equipment (DLP and LCD projectors etc.), Sat Link, Spectrum
Analyzer, Giant Voice and Audio Visual software/hardware is preferred.
Customer service background and Management experience required.

Must possess an advanced level of computer skills in the use of Word, Excel, PowerPoint, and Outlook
Must have the ability to analyze and solve problems
Must have good listening, verbal and written presentation skills
Supervisory Responsibilities:
Manages an area of up to 60 employees with up to 3 direct reports.
Working Conditions:
Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very
adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in
the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well.
Physical Requirements:
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to
physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to,
head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies.
