Mission Essential is currently seeking HUMINT Targeting Specialists to serve as a team member with DoD and other Interagency analysts to provide targeting and analysis in support of HUMINT operations against high priority issues and countries.  Conduct all source, multi-disciplined research and analysis to develop comprehensive human intelligence (HUMINT) targeting packages and reports on assigned targets based on national and HUMINT intelligence requirements for tasking through unit referents to field collectors.  In conjunction with appropriate issue managers, analysts, and collectors, develops detailed target guidance, defines specific, quantifiable, and obtainable collection objectives.  Prepare and coordinate strategic and tactical HUMINT targeting plans for assigned transnational and/or regional issues and provides coordination on developing HUMINT targeting strategies and initiatives.  Monitor HUMINT operational traffic relating to functional or regional targets.  Provide substantive feedback to collectors in the form of targeting information and direction.  Maintain awareness of critical issues, ongoing HUMINT operations and reporting, policy developments, relevant HUMINT collection requirements, and production and information priorities established by national and Intelligence Community customers.  Maintain targeting database and perform link analysis, network analysis, and pattern of life analysis to pinpoint optimum targets.  Maintain liaison with a wide variety of intelligence and non-intelligence operational and substantive personnel within the Intelligence Community to ensure operational success.  Coordinate with IC agencies as needed to support HUMINT operations.  May be selected to serve as primary point of contact and targeting team lead, and as such, lead the team in identifying, distributing and balancing workload and tasks, articulating and communicating assignments and project among employees and making adjustments to ensure timely accomplishment of tasks.

Required Qualifications Junior·     Experience: Minimum 3 years of experience conducting analysis relevant to the specific labor category, with at least a portion of the experience within the last 2 years.·     Education: Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. An additional 4 years of experience in the specific labor category, for a total of 7 years of experience in the specific labor category, may be substituted for a Bachelor’s degree.·     Demonstrates working knowledge of the concepts involved in the specific functions outlined in the specified labor category description.·     Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures.·     Demonstrates ability to work semi-independently with oversight and direction.·     Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information. Demonstrates understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications. Demonstrates ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.·     Demonstrates ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/soft copy matrices and/or web-enabled formats.·     Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills. Demonstrates proficiency using Microsoft Office tools.·     Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols. Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information.·     Demonstrates understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/platforms and human intelligence sources related to the labor category. Demonstrates understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements.·     TS/SCI Clearance w/ CI Polygraph Mid-Level·     Experience: Minimum 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.·     Education: Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.·     Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures.·     Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information.·     Demonstrates understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications. Demonstrates ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.·     Demonstrates ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/soft copy matrices and/or web-enabled formats.·     Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills. Structures analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.·     Demonstrates ability to work independently with minimal oversight and direction.·     Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.·     Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.·     Demonstrates ability to guide teams in researching multifaceted or critical problems.·     TS/SCI Clearance w/ CI Polygraph Senior·     Experience: Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.·     Education: Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years or related senior experience, for a total of 17 years, as a substitute to the Master’s degree.·     Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures.·     Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information.·     Demonstrates understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications. Demonstrates ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.·     Demonstrates ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/soft copy matrices and/or web-enabled formats.·     Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills. Structures analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.·     Demonstrates ability to work independently with minimal oversight and direction.·     Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.·     Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.·     Demonstrates ability to define problems, supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions.·     Demonstrates analytic leadership and expertise in identifying, planning, developing, and executing analytic production methodologies, tradecraft and techniques aligned with labor category mission.·     Demonstrates extensive ability to provide strategic advice, technical guidance and expertise to Defense planners and policymaker (e.g. Undersecretary level or higher).
