Occupational Health Officer (Emergency Management Specialist)- Mid/Experienced Level

The professionals at the National Security Agency (NSA) have one common goal: to protect our nation. The mission requires a strong offense and a steadfast defense. The offense collects, processes and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes. The defense prevents adversaries from gaining access to sensitive classified national security information.

The Human Resources Group, Occupational Health, Environmental, and Safety Services Office is seeking an Emergency Management Professional to support the mission by developing and implementing emergency management standards and regulations to ensure a prepared and trained workforce and an efficient appropriate coordination of response to events and emergencies.

Description of Position

An Emergency Management Specialist’s responsibilities include:

– Participate in developing Emergency Management policy, including the emergency operations plan and evacuation plans for all Agency locations.

– Develop plans and operating procedures specific to the work environment that will assist emergency response personnel (police, fire fighters, paramedics, public works) in the mitigation of
both manmade and natural disasters.

– Prepare training materials, briefings, and other communication material to educate the workforce on emergency procedures and their responsibilities before, during, and after natural or
manmade disasters.

– Serve as a NIMS/ICS subject matter expert when the NSA Emergency Operations Center (EOC) is open in support of ongoing emergency response actions.

– Partner with internal organizations to ensure seamless coordination in the development of preparedness plans and response procedures.

– Participate in the development and execution of EM exercises, including, but not limited to writing exercise objectives, developing exercise safety procedures, evaluating participants, and
authoring exercise after-action reports and tracking progress of identified process improvements.

Job Summary
This position is in the Emergency Management Division of the Office of Occupational Health, Environmental & Safety Services (OHESS). Division members develop and execute emergency preparedness plans across the Agency, both locally and across the enterprise. Division members create the framework that allows the Agency to prepare for, and manage, natural and manmade crises and disasters. The Emergency Management Specialist is independently proficient and adept at performing as a member of a team. The position employs a wide variety of emergency management skills and abilities including, planning, operational coordination, outreach, training, and proficiency conducting emergency exercises. The incumbent will collaborate with stakeholders across the Agency and will develop strong working relationships with service members, civilians, contractors, internal organization contacts, leadership teams, and representatives of other government agencies. The incumbent will use emergency management skills, guidance, and stakeholder networks, at times under stress, to manage emergencies and advise leadership. This full time position is day shift but is subject to 24/7 recall and may require extended hours to support emergencies or exercises.

Qualifications
Salary Range: $72,750 – $113,362 (Full Performance)

Entry is with an Associate’s degree plus 5 years of relevant experience, or a Bachelor’s degree plus 3 years of relevant experience or a Master’s degree plus 1 year of relevant experience or a Doctoral degree and no experience.

Degree must be in a Safety or Occupational Health field (e.g., Industrial Hygiene, Health Services, Public Health, and Public Administration) or HR-related field. A broader range of degrees will be considered for positions related to Sexual Assault Prevention and Response, if accompanied by relevant experience in that field.

Relevant experience must be in work-life services, medical records, human resources, safety, industrial hygiene, or other occupational health-related environments (e.g., drug deterrence, blood donor, wellness, smoking cessation, and nursing mothers program or sexual assault victim advocacy) and also include managing programs (any type).

Salary Range: $103,690 – $134,798 (Senior)

Degree must be in a Safety or Occupational Health field (e.g., Industrial Hygiene, Health Services, Public Health, and Public Administration) or HR-related field. A broader range of degrees will be considered for positions related to Sexual Assault Prevention and Response, if accompanied by relevant experience in that field.

Relevant experience must be in work-life services, medical records, human resources, safety, industrial hygiene, or other occupational health-related environments (e.g., drug deterrence, blood donor, wellness, smoking cessation, and nursing mothers program or sexual assault victim advocacy) and also include managing programs (any type). Supervisory experience is preferred.

Knowledge and experience in the following are required:

– Comprehensive knowledge of the National Incident Management System and National Response Framework.
– Completion of the following Federal Emergency Management Agency Incident Command System computer-based training:
– ICS 100 – Introduction to the Incident Command System
– ICS 200 – ICS for Single Resources and Initial Action Incidents
– IS 700 – NIMS, an Introduction
– IS 800 – National Response Framework (NRF), an Introduction
– Working knowledge of the Department of Homeland Security, Homeland Security Exercise and Evaluation Program (HSEEP).
– Presenting to leadership and large groups about an emergency management topics.

For this specific advertisement: Degree must be in an Emergency Management-related field (e.g., Emergency Management, Public Administration, Public Safety, Safety Management, Fire Protection Engineering); however, a degree in any field is acceptable with either an Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM) certification.**

Relevant experience must be in the emergency management arena. Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM) is preferred. Certification as a firefighter/fire officer or police officer by a local accreditation body shall be acceptable in lieu of AEM or CEM.
